1. About Kilimo Trust
Kilimo Trust (KT) is an independent regional agricultural development organization working
across the East African Community (EAC). Registered in Uganda and operating in all EAC
Partner States, KT supports the transformation of food and nutrition systems from high-risk
subsistence production into competitive, inclusive and trade-based systems.
With support from Mastercard Foundation, Kilimo Trust is co-implementing the five-year Women
and Youth Economic Empowerment in Fisheries through Inclusive Market Access (WYEEFIMA)
Programme. The Pan-African Programme is led by TradeMark Africa and the African
Continental Free Trade Area Secretariat and seeks to create 242,000 jobs for women and youth
aged 18-35 years across Uganda, Kenya, Tanzania (including Zanzibar), Nigeria, Comoros,
Cabo Verde and the Democratic Republic of Congo.
Women and youth play major roles in fish production, post-harvest handling, processing and
trade, but often face unequal access to finance, market information, buyers, productive assets
and decision-making spaces. They are also affected by weak aggregation, quality and
standards gaps, costly logistics, limited cold-chain infrastructure, informal trading arrangements
and socio-cultural barriers. WYEEFIMA addresses these constraints through capacity
strengthening, market linkages, policy engagement and practical partnerships that improve
incomes, jobs and resilience.
2. About the Assignment
Kilimo Trust seeks a highly competent consultant or firm to facilitate and moderate stakeholder
dialogue and Business-to-Business (B2B) events under the WYEEFIMA Programme.
The assignment requires a results-oriented professional who can create a safe and inclusive
dialogue space, manage diverse interests, translate discussion into accountable actions, and
convert B2B interactions into credible business leads and follow-up pathways.
The stakeholder dialogue and B2B event may be held on different dates. For each assignment,
Kilimo Trust will provide an event brief specifying the event type, participant profile, date,
location, programme and required outputs.
The selected consultant must demonstrate the ability to:
a. Design and facilitate inclusive, gender-responsive and solution-oriented dialogue
involving women, youth, persons with disabilities, duty bearers, private-sector actors and
fisheries institutions; and
b. Design and facilitate commercially focused B2B sessions that match prepared women-
and youth-led enterprises with relevant buyers, suppliers, financiers, logistics providers
and other market actors.
The consultant will work closely with the WYEEFIMA technical team before, during and after
each event to align the methodology, participant engagement, documentation tools and follow-
up arrangements with the intended results.
3. Scope of Work
Depending on the event assigned, the consultant will undertake the following responsibilities:
A. Stakeholder Dialogue Facilitation
a) Review the event brief and available programme documents; hold a planning meeting
with Kilimo Trust; and prepare an event-specific moderation plan, session flow, guiding
questions and documentation tools.
b) Apply participatory methods suited to diverse and low-literacy audiences, including
small-group dialogue, storytelling, role play, problem ranking, structured turn-taking,
gallery walks and guided action planning, as appropriate.
c) Create a respectful and safe space that enables meaningful participation by women,
youth, persons with disabilities and other marginalized participants, while managing
dominant voices, sensitive issues and potential conflict.
d) Guide participants to identify, analyse and prioritize policy, regulatory, financial, market,
infrastructure, safety, gender and socio-cultural barriers affecting fisheries livelihoods
and cross-border trade.
e) Facilitate constructive engagement between rights holders and duty bearers, ensuring
responses are specific and that proposed solutions are feasible, gender-responsive and
linked to institutional mandates.
f) Lead a participant validation and action-planning session that records each priority
action, responsible actor, timeline and means of verification.
g) Submit an analytical dialogue report that captures disaggregated perspectives, key
findings, commitments, unresolved issues, recommendations and a practical follow-up
matrix.
B. B2B Event Facilitation
a) Review participant and enterprise profiles with Kilimo Trust and prepare a B2B
facilitation plan covering market orientation, enterprise showcasing, business matching,
structured deal rooms, plenary feedback and lead documentation.
b) Facilitate targeted engagements among women- and youth-led enterprises, producers,
aggregators, processors, traders, exporters, buyers, suppliers, financial institutions,
logistics providers, regulators and business-support organizations.
c) Guide commercially relevant discussion on product specifications, volumes, prices,
quality and standards, supply consistency, aggregation, payment terms, financing,
transport, storage, cold chain, documentation and cross-border procedures.
d) Manage structured buyer-seller matching and deal-room sessions so that each
interaction has a clear purpose, appropriate counterpart and documented next step.
e) Help participants distinguish completed transactions from negotiations, expressions of
interest and exploratory leads, and avoid presenting unverified interest as realized trade.
f) Facilitate enterprise and buyer feedback, identify recurring readiness gaps, and
synthesize actions required from businesses, service providers, regulators and
programme partners.
g) Maintain a verification-ready deal tracker showing the parties, product/service, volume,
indicative value and currency, lead status, agreed next action, responsible contact and
follow-up date, subject to consent and confidentiality.
h) Submit a concise B2B report covering market opportunities, buyer-seller connections,
lead pipeline, potential deals, enterprise-readiness gaps, participant feedback and
prioritized follow-up recommendations.
4. Expected Deliverables and Results
For each assignment, the consultant will provide the following deliverables, as applicable:
a) A concise inception report and event-specific facilitation plan, agreed with Kilimo
Trust before the event.
b) Ready-to-use facilitation materials, including guiding questions, group-work
templates, action-planning tools and, for B2B events, matching and deal-tracking
tools.
c) Professional moderation and time management throughout the assigned event, with
balanced participation and clear transitions between sessions.
d) An end-of-event presentation that validates the main findings, commitments,
business leads and immediate next steps with participants.
e) A well-structured final report that goes beyond proceedings to analyse results,
participant perspectives, inclusion, lessons and recommendations.
f) A time-bound action matrix indicating the agreed action, responsible actor, timeline,
means of verification and follow-up status.
For B2B assignments, the final package must also contain a completed lead/deal tracker and
evidence of buyer-seller matching, while clearly labelling leads and indicative values that require
post-event verification.
5. Duration, Timeline and Reporting
The consultant will be selected through one procurement process and engaged for a
stakeholder dialogue or B2B event according to the Programme implementation schedule.
The immediate assignment will cover a total of three (3) working days between 23 rd -25 th
September 2026. Kilimo Trust will confirm the event date and the allocation of time for
preparation, facilitation and reporting before commencement.
Each event will be treated as a specific assignment with an approved event brief, level of effort
and deliverable schedule. Any subsequent engagement will be issued and agreed in writing.
The consultant will report to the designated Kilimo Trust Programme Manager and collaborate
closely with the WYEEFIMA technical and monitoring teams.
6. Location
The event is expected to be held in either Busia or Jinja, Uganda. The exact location will be
confirmed by Kilimo Trust and communicated in the event brief.
7. Required Qualifications and Experience
The individual consultant or proposed lead facilitator must meet the following requirements:
a) A degree in community development, social work, gender studies, communication,
business administration, agricultural economics, fisheries, international trade or a related
field; an advanced degree is an added advantage.
b) Relevant professional training or certification in facilitation, moderation, training of
trainers, group dynamics or business development is an added advantage.
c) At least five years of demonstrated experience facilitating multi-stakeholder dialogues,
conferences, B2B forums, buyer-seller meetings or comparable engagements.
d) Evidence of facilitating women, youth, persons with disabilities, associations,
cooperatives, MSMEs and public-sector stakeholders in an inclusive and culturally
sensitive manner.
e) Demonstrated experience designing and managing business-matching sessions, deal
rooms, enterprise showcases or market-linkage events that produced documented leads
or partnerships.
f) Proven ability to move dialogue from issue identification to prioritized, stakeholder-
owned actions with responsible actors, timelines and verification measures.
g) Practical knowledge of fisheries, aquaculture, agriculture or another market-based value
chain; fisheries-sector experience will be a strong advantage.
h) Understanding of informal-sector businesses, cross-border trade, regional market
systems, product standards, logistics and enterprise-readiness constraints.
i) Strong understanding of gender equality, youth economic empowerment, safeguarding
and the meaningful inclusion of marginalized groups.
j) Excellent listening, facilitation, public-speaking, negotiation, conflict-management,
analytical, time-management and stakeholder-engagement skills.
k) Ability to produce concise, evidence-based reports, action matrices and verification-
ready business lead/deal trackers within agreed deadlines.
l) Excellent written and spoken English; working knowledge of relevant local languages is
an added advantage.
m) Shortlisting will give particular weight to comparable assignments, the quality of the
proposed methodology, evidence of documented results, and the qualifications of the
person who will lead the events.
8. Mode of Application
Interested consultants are requested to submit their application documents electronically through our
KT Odoo System. The application should include:
A technical proposal demonstrating understanding of the assignment, risks, intended
results and the distinct requirements of stakeholder dialogue and B2B facilitation.
A clear proposed methodology for inclusive dialogue, participant engagement, business
matching, deal-room management, documentation, validation and follow-up.
A financial proposal stating the daily professional fee and all applicable costs. The
agreed rate will apply to each assignment according to its approved level of effort.
An updated CV for the proposed lead facilitator and, where applicable, key team
members, clearly indicating their roles.
Contact details for three clients who can verify comparable assignments completed by
the proposed lead facilitator or firm.
Evidence of at least two similar assignments, such as completion certificates, contracts,
reference letters, redacted reports, event links or samples of action/deal-tracking
outputs.
